Somewhere around lv.5 is good. If you already have a previous character that is pretty far in the game or already completed prophecies. Then i guess any level will be alright since you have the cash to support the runs (optional) if you wanted to.

Level 8 is normal for me after completing all the quests and a little farming along the way.

When someone asks this in game, I always say that level doesn't matter much, leave when you feel like there's nothing for you to stay for in pre-searing.

seconded! Take the time to take all the quests, find all the spots on the map and explore the game world. Go fight the charr over the wall a bit and learn to deal with monsters tougher than you effectively.
Help some brand new guys out on the way. Pre sear is where you learn to do everything so learn to do it so you are not standing in post sear asking the dumb question. (like how do I make a trade?) It happens too often.
and gather some supplies before you jump. You will want new armor and gear ASAP in post sear so gather a good big stack of materials to build it and some cash to buy it.

Yeah like Taala and salamanca said, you don't have to leave at a certain time. You could leave and lvl 1 and get all acrossed Tyria without leveling. It all depends on your money for one and just what you feel like doing. You can always level later.

Just enjoy the game, make some quests (if you want) and leave pre-sear whatever you want, that doesn't matter at all, believe me.

Just make sure you have all of the skill quests finished (you can check this on www.guildwiki.org) thats all presearing really does for you
Also, try not to buy skills you can get from quests. It can get expensive quickly for a low level with not much money, and also costs skill points that wont be abundant until ~350k xp
